St. Kitts and Nevis joined the IWC in 1992 and was present at the meeting but did not vote. It did not attend further meetings until 1998, when it was not allowed to vote because of unpaid dues. St. Kitts and Nevis’s first votes were cast when it attended the IWC in 1999. Its actions mirrored Japan’s exactly, including walking out of the meeting in protest at a Resolution calling on Japan to reduce the number of Dall’s porpoises killed in Japanese coastal waters. Just 3 out of 78 votes cast by both countries since 1999 have been different – and two of these were abstentions by St. Kitts and Nevis, rather than votes opposing Japan’s position.

In 2006 the Fisheries Minister and IWC Commissioner, Cedric Liburd went further, stating that he would support the development of a whaling industry in the Caribbean itself.
